About Gabay
Gabay is an independent Philippine civic how-to publisher. We are not a government agency, and we exist to make official processes clear, honest, and safe to follow.
Who we are
Gabay is an independent editorial team that writes plain-language how-to guides for everyday Philippine government transactions. The word gabay means “guide,” and that is the whole of our job: to walk you through official processes step by step, in language a first-time applicant can actually follow.
We want to be direct about one thing from the start. Gabay is not a government agency, and we are not affiliated with, endorsed by, or connected to the NBI, the Social Security System (SSS), the Home Development Mutual Fund (Pag-IBIG), PhilHealth, the Philippine Statistics Authority (PSA), the Philippine Identification System (PhilSys), the Bureau of Internal Revenue (BIR), or the Department of Foreign Affairs (DFA). We are an independent publisher that explains their services.
Why Gabay exists
Anyone who has renewed a passport, applied for an NBI clearance, or tried to update their SSS records knows the frustration. Official portals can be slow, confusing, and inconsistent. Requirements are scattered across memos and FAQ pages. Meanwhile, a crowd of “fixer” and slot-selling websites fills the gap with paid shortcuts, misinformation, and outright scams that put your money and your personal data at risk.
Gabay exists to sit in that gap honestly. We read the official rules so you do not have to, and we translate them into clear steps, checklists, and realistic timelines. We do not sell shortcuts, and we will never pretend one exists.
Our mission
Our mission is simple: help Filipinos complete government transactions correctly, on their own, without paying a fixer or exposing themselves to fraud. We measure our success by whether a reader can finish a task using only our guide and the official portal.

What we will never do
These are firm commitments, not marketing lines:
- We will never act as a fixer or offer to “process” your application for you.
- We will never sell appointment slots, priority slots, or “guaranteed” schedules.
- We will never ask for your ID number, one-time PIN (OTP), password, or card PIN.
- We will never collect your government credentials or complete transactions on your behalf.
- We will never promise to speed up an official process for a fee.
How we are funded
Gabay is supported by advertising. Advertising keeps our guides free to read, but it never influences what we write or the steps we recommend. Advertisers do not get to change our guidance, and a paying advertiser receives exactly the same treatment in our content as anyone else: none. Our loyalty is to the reader following the guide.
Accuracy and corrections
Government fees, forms, and requirements change. We date our guides and check them against official sources, but we are human and rules move fast. If you spot something out of date or wrong, tell us at our contact page and we will review and fix it. You can read more about our standards on the How We Verify Our Guides page. When we correct a material error, we update the guide rather than quietly leaving it in place.
