How to Register for the National ID (PhilSys) Online

Start your PhilSys national ID with Step 1 online, then finish biometrics in person, registration is free and follows three official steps.

Step by step

1. Open the official Step 1 portalGo to register.philsys.gov.ph. Type the address directly, PhilSys registration is free and only happens through official channels.
2. Enter your demographic detailsFill out all required fields, including your full name, birth date, address, and contact details. Accuracy matters, since these become your official records.
3. Set your appointmentChoose a registration center and an available date and time for your Step 2 (biometrics) visit.
4. Save your ARN or QR codeAfter submitting, save a copy of your Application Reference Number (ARN) and QR code. You must present this at the registration center.
5. Prepare your supporting documentsBring the original copies of the documents PhilSys accepts to validate your identity, such as a valid ID or birth certificate. Check the current accepted list on the official site.
6. Attend Step 2 for biometricsGo to your appointment and present your ARN or QR code. Staff will capture your fingerprints, iris scan, and front-facing photo, and validate your details.
7. Wait for Step 3 deliveryYour PhilID is delivered to your address. You can also access a digital version and track delivery while you wait.

How PhilSys registration works

The Philippine Identification System (PhilSys) issues the national ID, or PhilID, and registration follows three clear steps. Step 1 is done online: you provide your demographic information and book an appointment. Step 2 happens in person, where your biometrics are captured. Step 3 is the delivery of your card. Understanding this flow up front saves confusion later.

Two things are worth stressing from the start. Registration is completely free, and you cannot finish the whole thing from your couch, the biometrics step requires you to show up in person.

The national ID is designed to be a single, foundational proof of identity that other agencies and banks can accept. That is why the process is deliberately thorough: the biometrics captured in person are what make the ID hard to forge and reliable for opening accounts, claiming benefits, and dealing with government offices. A little patience with the steps buys you an ID that genuinely simplifies later transactions.

Completing Step 1 online

Head to the official Step 1 portal and fill out every required field carefully. Your name, birth date, and address here become part of your official identity record, so accuracy is not optional. During Step 1 you will also choose a registration center and an appointment slot for your biometrics visit.

When you submit, the system generates an Application Reference Number (ARN) and a QR code. Save both. Without them, the registration center cannot process your Step 2 appointment.

What to bring to your appointment

At Step 2, you present your ARN or QR code and hand over original supporting documents so staff can validate your details. Accepted documents can include a valid government ID or a birth certificate, but the exact list is set by PhilSys and can be updated, so confirm the current requirements on the official website before you travel.

Staff will then capture your fingerprints, iris scan, and a front-facing photograph. This biometric step is what makes the national ID secure and is the reason it cannot be skipped or done remotely.

After your biometrics

Once Step 2 is complete, your PhilID moves to Step 3, delivery to your registered address. Getting your details right the first time

The most common cause of delays is a mismatch between what you type in Step 1 and what your documents say. Enter your name exactly as it appears on your birth certificate or valid ID, including middle names and suffixes, and double-check your birth date and spelling before submitting. If your records themselves disagree, for example a nickname on one ID and your full legal name on another, bring the document that carries your correct legal details to the appointment.

Arrive a little early for Step 2, and bring the original documents rather than photocopies, since staff need to validate the originals. Treating the appointment like an official transaction, prepared and unhurried, is the surest way to avoid a repeat visit.

Staying safe during registration

Because the national ID is valuable, scammers target applicants. Register only through official PhilSys channels, and never pay anyone who promises to ‘fast-track’ your application, the process is free and no fixer can move you ahead. Be equally careful with your details: no legitimate PhilSys process asks you to share an OTP or password with someone who contacts you out of the blue.
